The report presents an analysis of the environment made by its main features, messages and tools (instruments) to reveal the challenges, risks and possible solutions associated with implementing the concept of smart defense. At the end of the report makes suggestions for practical actions to facilitate implementation of the concept of smart defense in national and regional levels.
