The 2014 Report reveals only a single problem that is obvious and clear to all - insufficient budget for rearmament. However, the report does not formulate the dilemmas the leadership of Defence faces and options for the future development of the armed forces. The lack of timely decisions will increasingly turn decision issues into dilemmas of the "either-or" type.
